A COMPETENT AND QUALIFIED STAFF

In its commitment to implement the policy of bilingualism, multiculturalism, and living together as prescribed by the Head of State, the HPSF strives to recruit qualified staff, representative of all the ten regions of Cameroon.  In order to better face the daily challenges in the execution of its main mission, the Establishment regularly organises training for its employees to ensure their permanent professional development.

 

HUMAN RESOURCES DEVELOPMENT

Current activities include the development of new e-learning training modules, the implementation of support activities under the HPSF Leadership and Management Development (LMD) programme, and the creation of tools and training materials to enrich the "Framework of Principles and Practices for Professionalism in the Petroleum Sector."

 E-Learning

The modules cover Post-Event Management (PEM), risk management, and coordinated data management.

Leadership and Management Development Programme

The programme aims to enhance the skills of the HPSF managers and supervisory staff, which they need to carry out reform and modernisation projects.

Framework of practices and principles on career development

To help the employees of the HPSF to implement policies on professional qualifications and career plans, a "Framework of practices and principles on career development" has been designed. The framework is linked to a directory of practices – a database. 

The framework and directory cover five areas:

  • Strategic human resource management
  • Organisational strategy model/job profiles
  • Recruitment process
  • National training centres
  • Career plans

 

The Personnel Development Plan provides an overview of the initiatives undertaken by the HPSF and the solutions implemented to manage HR processes effectively with a focus on competencies.

ETHICS

Capacity building and ethics are closely related; it is impossible to manage an administration or implement reforms without placing strong emphasis on ethics.  Eleven missions related to ethics were carried out during the 2014/2015 period, and among the activities undertaken by the Establishment were:

  • Participation in a pilot project to develop a communication strategy aimed at improving communication with institutional and social partners.
  • Participation in a communication campaign designed to bring the HPSF partners together to work collectively and effectively in the face of the oil crisis.
  • Implementation of a performance measurement plan using an annotation method based on data extracted from the ERP systems of the Noventer platform.

Furthermore, continuous assistance is provided to staff.  This includes reviewing and commenting on documents related to ethics, verifying conduct codes, obtaining information from certain administrations, etc.
